Farmer is 5. Saiyan Saga Vegy is 18k. So a regular humans power multiplied by 3.5K and they become a planet buster. Kid Buu is a 1 Billion + some change. You're assuming these numbers scale linearly, that because 139 can blow up the moon, a level 5 could blow up 1/28 of the moon. But DB power levels don't work that way. He is 299 years at that time and have spent most of his life training to become the most powerful assassin, he is not the average human.
