It does mean that you can't play if the servers are down, which was the case with previously always-online DRM games like Diablo 3 and Sim City during launch. You might as well add a month or so to the launch date as waiting time before the game is actually playable. This is really unfortunate but on-brand for Blizzard. As long as that is the case with this also I have no problem with it as paying extra just to be able to play sucks imo.
