Yes and no. Venonat and Butterfree have the same face, but Caterpie's design makes more sense to be a butterfly than a moth since it's based on swallowtail butterfly caterpillars... but at the same time Venonat doesn't make sense for any lepidoptera.

It is painfully obvious they fucked up.

Not surprising either, with all of the other bugs and blunders from the first game.

They just rolled with it too. Into all subsequent games, anime, manga, trading cards, etc.

While Venonat and Butterfree look strongly related, I can't see any resemblance at all between Venomoth and Caterpie/Metapod.

I don't think they were "swapped" but there may have been something interesting going on. Like imagine Butterfree was designed as Venonat's evolution and then the artist's supervisor was like "That looks good, but it's not a moth... make a caterpillar to go with it."
