I was just looking this up. Amendments to the Constitution say only that you cant be denied the right to vote based on a few specific things (e.g. race, sex) and its actually state laws that prohibit non-citizens from voting.

This is also why its inconsistent from state to state as to whether ex cons can vote.

I would hope security officials would turn away any foreigner who is tweeting their support for ISIS, for example, and I don't think they would need to get a warrant to perform said searches. That is an action that would be protected for US citizens, but should absolutely not be for noncitizens. It's common sense and a practice that predates the cold war.
