I was just looking this up. Amendments to the Constitution say only that you cant be denied the right to vote based on a few specific things (e.g. race, sex) and its actually state laws that prohibit non-citizens from voting.

This is also why its inconsistent from state to state as to whether ex cons can vote.

The point is that search and seizure of noncitizens at the airport can and should be done at the government's discretion. I would hope security officials would turn away any foreigner who is tweeting their support for ISIS, for example, and I don't think they would need to get a warrant to perform said searches. That is an action that would be protected for US citizens, but should absolutely not be for noncitizens. It's common sense and a practice that predates the cold war.
