and yeah, it's pretty bad. to think they're running with the rolling release model without fixing obvious inconsistencies with the GUI and control panel, like it's just easier to ignore it and pretend people don't notice

It depends. Regular Windows users (non pro/education) are the beta testers, MS said they roll out updates to test them then decide what ones are fit for enterprise/education. But really the entire thing is just garbage apparently since it's just code on top of code on top of code.
