Johnson is immune and I don't think The Arbiter ever got bit or infected.

The only evidence of infection in any of the games comes from the infection forms actually attacking things.

So maybe the Arbiter is partially infected, just not enough for it to manifest into anything. The spores infecting people were never in the games and were only introduced into the canon later. I choose to just ignore it, I was never really a fan of the idea. If you really want an explanation, I guess the Arbiter's energy shields protected him, and Johnson had Boren's Syndrome from being experimented on in the first Spartan program, which makes him especially difficult to be infected.
