It works in the Philippines

Like make it a requirement to have a college degree to work in a movie theater or fast food for example

It would increase the quality of the workers and the workforce will likely be more mature than a bunch of young kids

Too late, most of them already do. Ever been turned down for being a dishwasher because you don't have a BA? I have.

And no, it doesn't improve the quality of anything, quite the opposite actually. Understaffed locations/overworked employees just makes everything shitty and not a place you want to do business at.
