Buy a driver, a 9-iron, and a putter fitted to you at the pro shop where you play, enough to play a decent game. You don't need the driver if you're playing a par-3 Executive course, just a 9 and putter. Then add clubs a piece at a time. My best clubs (and my teaching clubs) are all thrift shop and pawnshop finds. I don't think I've ever paid more than $5/club even for Callaways. Again, you can play a good game of Par 3 golf with just a 9-iron and a putter, buy those from your local pro shop. For a Regulation course, add a driver and 3-iron.
