The most obvious reason being the badge names, the psychic leader Sabrina should give out the Soul Badge, and Koga the poison leader should give the Marsh Badge. But even beyond that though, once you get to Celadon, you have access to Saffron, which along with Cerulean, Lavender, and Vermillion, make up central Kanto. Fuschia is so far out of the way, that most players are almost certain to hit Saffron first. That way, you can finish up in Celadon, clear Pokemon Tower, and then go right to saffron, instead of trekking way down to the other end of the map, before coming back up. Itd be different if Saffron was locked until later, but its not. And especially since Kogas gym gives access to surf and the rest of the map/endgame towards cinnabar, it makes sense to be the last gym before the water opens up. And if the trainers along route 12 bridge and Cycling Road were blocked until after Sabrina, Koga could actually have a justifiable level gap from Sabrina. As it stands, their levels are about even, which is dumb. The only issue Id have with that small change is the Team Rocket Silph Co plot would happen a lot sooner, and Team Rocket would basically be dead before your fourth badge, which seems a little early. They could obviously offset this by placing a Rocket event somewhere later, maybe the Pokemon Mansion or Labratory on Cinnabar, or 1,2 and 3 island in the FRLG remakes. Anyways, just seems like a dropped ball to me.

How the heck did you beat Sabrina? There weren't any supereffective moves against psychic in gen 1

Most Psychic types in Gen 1 have really low defense stats. If you have a Pokemon with high attack and a decent Normal type move you can wipe her team out rather quickly. As an example I know many like to pick Charmander so if your Charmeleon/Charizard at that point had Slash then you're good to go. A pokemon with Body Slam would work well too.

Or you could save her all the way until your seventh, since if you go for Koga first, I'm pretty sure you can Surf to Cinnabar and beat Blaine too. I always liked how the gen 1/2 games (and their remakes) gave you multiple options in what order you could fight the gyms in.

Like others, I sometimes fight Sabrina first, maybe even more often than not.

I don't really think there's too much wrong with the way it's currently done. There isn't a set order, hence the levels being similar. If you want to go to Saffron and fight Sabrina before Koga, you're perfectly able to do that.

On my most recent playthrough, I broke the game a bit. I traded Fresh Water in from Stadium to reach Saffron early, and made extensive use of the Mew glitch to get my team early.

I think you can skip Brock through a glitch, but don't really see why you'd want to outside of a challenge.

There's also Glitch City, but I don't really know what you can do with that. Can you use it to get to Cinnabar early?

Without glitches you can fight Sabrina or Koga as early as your third gym, and Blain can be fought as early as your fourth, with glitches you can fight them in any order you please. I remember hearing at one point that speedrunners use that glitch. Fighting Brock with either Charmander (where Ember is not very effective) or Bulbasaur (where grinding to level 13 to get Vine Whip in a speedrun isn't viable) wastes a lot of time, and Squirtle doesn't learn Growl so it can't be used for the experience underflow glitch that lets the speedrunner get a level 100 Pokemon really early to plow through the game with.
