im pulling this out of my ass, but would assume that if your colleagues on a beat are citing significantly more than another; the top brass is going to want to know why either way. for arrested specifically i wouldnt think so, that would be pretty fucked up.

My grandfather always got in trouble for never hitting his monthy quota, but that's 40-50 years ago.

No, they don't, but departments do have "productivity goals" and it looks good come promotion time if you've done work to help them meet said goal.

Every department is different. We dont do speed traps. Ive never written a ticket for speeding in my life.. you need to be trained for radar.

Can't say too much but I knew a guy. He specifically told me that he and others he worked with would have competitions to see who could write the most tickets in a week. Just throwing that out there.
