Basically I want CE to talk me into playing it again.
I've tried it several times, with a lot of mods and with very little.
I can counter my biggest problem of very little mods: the difficulty is lopsided. So I'll just lower the damage I do and leave the enemies damage the same.

That still makes one problem, the game seems really fucking uninteresting and is all "hey you here's a quest". In Oblivion I had to go looking for quests mostly.

please send help.
Also no I will not play a stealth character, they're pointless in this game. It's more broken than Oblivion from what I've tried. So I will go sword and shield

It can be overwhelming at times. Generally just try to role-play your character the best you can for the most enjoyment

I wanted this to be Oblivion 2.0
Where I had a few hundred hours each character but like I dunno. It just seems so fucking limited in everything.
That's even with a mod or two to fix the perks and combat. There's no reason to explore unless it's directly part of a quest. Even Fallout 3 had that better, you might find a unique or something.

Exploration doesn't lead to anything really outside of the major towns

I dunno, it sounds like you just haven't found the right mods yet.

Skyrim is a wide-open sandbox, you can change almost whatever you want with it and play however you'd like. I agree there are no really great combat overhauls that I've found, though.

I pray god will curse the writer, as the writer has cursed the world with this beautiful, stupendous creation, terrible in its simplicity, irresistible in truth

It's just the lack of exploration = reward is what I dislike.
In Oblivion I would find something interesting, item or story or something. But a lot of the time in Skyrim it's "here's your 30 gold for killing some high level vampires, thank you". So there's no much reason to wander off the beaten path unless it's to a farm near a city.

I'm trying to avoid that. I've only recently accept that maybe I don't need 30 magic spell mods

Get some mods that lower the amounts of crafting materials the vendors carry. If you force yourself to find your own materials for mixing potions and crafting stuff, then you have a reason you have to go exploring

You could also download Immersive Creatures to make the monsters you run into more interesting

I don't mind exploring but I suppose the argument I have is "you have lots and lots of caves, camps, forts, whatever".
And 90% of them unless it's place to go from a quest, is pointless.

I'm not talking about exploring in terms of "go gather stuff", it's more like "you just killed six dudes in cave, 4 vampires in another, 5 necromancers in another and you get two scrolls, 120 gold and some pointless iron weapons".

So your problem is the radiant quest system the game uses to pad out content.

That does make the game pretty dull if you're not into role play.

actually that's... something I never bothered with. Oblivion and Morrowind is just "there's a cave, have fun".
I forgot radian quests were a thing

The main draw for me isn't the loot at the end of the cave - though getting the shouts are nice. You can acquire gear way better than anything you'll find lying around just by doing quests, so that's not a motivation for me.

I think in general that exploration in vanilla skyrim can be very samey, the way scaling works means that every single dungeon plays the same because everything is at your level, both the enemies and the loot.

Unless you enjoy roleplaying your character and building a narrative for them (which is one of the reasons I love skyrim) I can understand why you'd get bored with it.

Anyway, if there's any mod that I'm gonna recommend to make exploration way more satisfying it's this one:
https://www.nexusmods.com/skyrimspecialedition/mods/3058

It delevels enemies and loot so you can walk into caves aimed for level 50 or level 1 regardless of where you are in your playthrough.
It also adds a bunch of new artifacts to find.

I recently started a new game with this mod after a 3 year hiatus and I've been enjoying it a shit-ton.
