No, you really can't. It is always there on some scale. That scale can be as mundane as college football fandom to as horrible as racial genocide. Being human doesn't make you special.

American politics has as a general rule been more congenial and less adversarial than other major democracies. Compare, for example, the discourse about that congressman interrupting Obama to what goes on during PMQs in the UK.

I'm not convinced that relative lack of animosity has made our politics any better.

"Always being there" and "overriding tribalism" aren't mutually exclusive.

Also, we constantly override instincts. All the time. That's how society functions at all. We're more successful at some than others, but we can, or at least some percentage of us can, override tribalism.
