We were decisively winning when we chose we no longer wished to continue fighting that war. We did not lose that war as people like to act like. We were winning it decisively when we chose to end participation.

I think this is just a misunderstanding of his intent.

He's specifically speaking out against the far right/white nationalist viewpoint. His argument is that "This was always a problem with European culture" and why he was giving examples of that. He's telling white supremacists "African and Asian immigrants didn't come in and suddenly we had sexual assault being okay out of nowhere. It always existed in this white, European culture you insist is pure and great and awesome."

Yes, he's Joe Biden, and he's not exactly making it as clear as he should because, as we agree, he's a senile old man.

But what he's saying is in line with the point he's trying to make, whether you agree with the point itself or not.
