The ethics department was told to restrict Tifa's chest.

It's possible that they changed the in-game model (which would have been easier to change that the cutscene model) in response to the backlash. It may also be possible, and perhaps more likely, that a large chest was their gameplan all along. They got the okay selling the pancake breasted Tifa and then switched the to more pronounced model. Or maybe it's just a weird tribute to the original game having models of noticeably different sizes. We won't know until an interview 5 years down the road when whoever made the change is free to speak about it.

I'm glad they went with a larger chest. The character still looks kinda bland -- mostly because the remake is done by heathens who want us to think that Aeris is the captivating one -- but I do appreciate the new model. It's better than the boob queen be allowed to keep her figure at the cost of being second place than it is for her to receive top attention at the cost of a reduction. Gotta gotta protect the other "top heavy" ladies from the deflation machine.
