In the sense of somebody whose personality is so compatible with yours that they're almost certain to end up being a permanent part of your life (romantically or otherwise)? Sure. But that's mostly boiling down to the philosophical debate between determinism and free will. In either case, I don't think it's something that can really be predicted, so the sentiment of "we have to get past this problem to mend our relationship because you're supposed to be my soulmate" is a silly sentiment. All there really is are people who are more or less compatible in various ways, and the amount of effort those people are willing to exert to make things work out.
