Turns out the brain is very old and bound for the US, do note it is legal to ship a human brain into the US but you must file necessary paperwork and have proper permits and notify customs in advance.

I can only think of three places an old brain would be shipped to. One is a university, second, is a museum, and third is a private collector (the latter being the most likely due to the lack of detail on who the brain is being sent to or who sent the brain by mail).
