His voicemail was that he called me 3x and that I didn't answer and that I should call him back to reschedule

I don't know who the fuck this is

Probably, though I've never had them actually call 3x consecutively when I just let it ring and then they leave a voicemail

I just decline immediately. I think it's a myth that that makes them call you more cause they know the line is in use or something. It ringing says the same thing and they get to eat up more of their work day. When you decline immediately it makes more work for them cause they have to move on. Plus there was a time I was getting 20+ calls a day and I started doing that to all of them. I get pretty much none now

Yeah, the idea is that it tells them that it's an active phone number and that's why you should just let it ring through. So I've done that for years, and it really doesn't seem to stop them.

My personal phone number is in the 415 area code, which is a completely filled area code that's since been supplanted by 628, so the only way to get one is to get lucky when someone cancels a 415 line. So I think there are robocallers that just call literally all ten million possible numbers in each area code, since there's gonna be someone out there at the other end of each one of those numbers.

I guess I'll try just declining immediately like you do, since letting them just ring to completion hasn't worked.
