From what I've read you typically start being contagious ~2 days before being symptomatic (and I'd think you're likely less contagious before showing symptoms because you're not coughing and shit). So you won't be contagious immediately upon being infected, but yeah there's definitely asymptomatic spread.

He can pardon someone from a military conviction, but it doesn't erase a dishonorable discharge. If the military decides lying about the President's health is worthy of dishonorable discharge that means he'd (the officer/doctor) probably receive no benefits for his service, government assistance/financial aid and possibly even bank loans. He'd also be ineligible for most/all government jobs and would have a hard time getting a civilian job. To get to where he is he is a career military man and even the President can't keep him from being stripped of everything he's earned from his position.

No, Trump said he'd give the man a pardon but it never even came to that. Gallagher was found not guilty of all but one charge, and it was a fairly minor one not eligible for DD. He got time served and a demotion, and was allowed to retire with honors. None of those things were Trump's doing.

Gallagher was only allowed to retire with honors because Trump flat out said he'd block the Navy from removing him, and reversed his demotion. Trump absolutely intervened.

This is a relatively interesting bill. As stated, the FMLA and Sick leave does not pertain to me. It is only applicable to businesses with fewer than 500 employees and government employers. Thus, a large portion of America receives no benefit from it.

It also is not 14 days of sick leave. It is whatever you would work in 2 weeks, which is usually 10 days of sick leave (or less if part time).

It also expires at the end of this year, and it specifies the sick leave and FMLA is for Coronavirus reasoning, not being sick in general.

How was this better than a payroll tax cut for all Americans again?

So, let me explain this bill as written.

Employers of 500 or less employees receive the FMLA and Sick leave for their 2 week workweeks.

It is paid by crediting the employers on their payroll tax contribution to your social security.

The payroll tax credit will of course exceed the the sick pay and FMLA as set up by the company (this is why the payroll tax credit to workers was more beneficial, and nonworkers of course don't benefit from FMLA or sick pay).

Waitresses at chains, minimum wage workers at companies, and part time workers at big corporations won't benefit at all from this while possibly highly paid employees of smaller businesses will benefit fully. And, it will come out of every American workers social security to pay for it.

As stated, it makes zero sense to me to the point that I think it is written wrong.

Edit: FMLA maximum does exceed the payroll tax credit. The sick pay doesn't.

If I make 20k a year and go out 2 weeks at full pay. I get $769.23. And working the last 9 months of the year or 38 weeks my payroll tax credit would have been $906.15 for the employee for the rest of the year. And the tax credit for the employer for it would be up to $1240. So the tax credit for the employer fully covers it.

For FMLA if you go out the maximum 3 months at 80% pay at $20,000. $3,692.31. While the payroll tax credit would be $228.92 + $953.85 = $1182.77.

So, it goes red for $2509.54 for the company. (Of course they can offset this by the employees who don't use the FMLA also).
