Me: Why the FUCK are they working for us if they don't know how to turn on a laptop?

It got real spiffy in this on-the-spot meeting.

I gotta imagine there are a few more steps involved in working from home than turn on laptop.

That's what the CFO said next. My reply was "If you are not competent enough to know the basics of using a laptop then you should still not be working here".

It is thankfully because this kind of industry could be ran by monkeys without any balls.

What kind of work do they do on site that doesn't need computers, that they can do now with a laptop from home?

There is no "would of", "should of" or "could of".
There is "would've", "should've" and "could've".

Is there not some sort of access you have to give them to access company resources?

Eh, my company is a little more complicated than just pushing the power button and waiting for the computer to load up like you're insinuating.

First we have to input a hard drive password that needs to be memorized or written down and stored securely.

Second, to log in to our Windows profile, we have to have logged into the laptop while connected to the internal company network within the last 90 days or we will have to take it back to the workplace to do so and then take it home.

Finally, we have to log into the VPN to access the company network where our project data is stored.

VPNs are dinosaurs. Set up RDCs on servers.

We have that, but only after logging into the VPN.

You can users connect to RDCs without the usage of VPNs now. All they need to have is the RDC pre-setup with your work domain's IP that allows them to log in as users.
