It should be announced this year, as the winner of Capcom Cup this year won't be automatically entered into next years, when the last time that happened they were transitioning from SF4 to SF5

Nope, the entirety of the series is a continued storyline (it's not like Final Fantasy where each game is its own world). The basic timeline goes:

Street Fighter > Street Fighter Alpha > Street Fighter II > Street Fighter IV > Street Fighter V > Street Fighter 3

SF4 and SF5 hould have take place after SF3. There is no story reason as to why not. Especially after adding Makoto, Yun, Yang, and Elena who were already kids in SF3

And where do the 3D games take place in the timeline?

Either make it look like DMCV or KoFXIII
Arcade Mode
Time/Survival/Score mode
Actual good tutorial and practice mode
2v2 mode, SFxT style
Story Mode
Actual good online and lobby

What ever release date they choose, delay it by 3 months.
