If there's objectionable content, subtitling makes more sense.
Like, let's say that a 1960s samurai movie is being made available in the States for the first time ever. Our lead samurai shows up at the house of the samurai who killed his master. The bad guy's not home, but his wife is. Our "hero" forces himself on the bad guy's wife and then abducts her. Later on, they fall in love. If you're just adding subtitles, you're not responsible for that film's content. You're just a messenger. If you add dubbing, you have to hire a woman to say, "No, no... Okay." The same goes for racist content. Maybe it's an Italian movie from the 1950s and a black guy is played by an Italian actor in blackface. Who are you going to get to dub him? Is giving him a dignified manner of speech going to take away from the fact that he's played by an actor in blackface? If it's a martial arts movie or a giant-dinosaur-destroys-Tokyo movie, I tend to sway in favor of dubbing.
