It's because most of them are coming from countries where they don't speak English, so you're either seeing someone's halting attempt to try and translate based on what little they know, or the end result of just running it through Google Translate.

It still kind of baffles me that these things are so rarely proofread. I can't imagine it costs that much to have somebody that does speak English edit a <200 word email, and I would think the scam's success rate would be notably higher if the email looked more legitimate, such that it'd easily pay for the difference. Granted, I suppose whoever's running the scam probably wouldn't be able to verify the quality of the translation and could therefore end up spending the money for nothing, and these operations usually benefit from involving as few people as possible, but it still seems weird to me.

Ive actually read that some of them do it intentionally to weed out smarter people who pay attention to details, who are more likely to waste their time or report them to authorities

For some scams, supposedly the bad grammar is a screening method to weed out people who would be too hard to con so the scammers don't waste their time. However, with a simple phishing scheme, it's just stupid that they don't hire copyeditors to clean up their grammar if they're ESL.

That is likely a phishing e-mail. Even if it is not, do not use the link in that e-mail. Go to the site using a link you normally use to get there.
