I am willing to bet the cop who had her gun out at him was too terrified to shoot based on the current state of affairs in the city. I heard of a similar case where another female cop refused to pull the trigger because she didn't want to get heat for police brutality and her indecision just exacerbated the situation.

Cops don't care anymore. They've been abused and belittled. Some of them deserved it but the good ones didn't. Its awful. The relationship between cops and people will never be repaired
