i wanted to mount a small 21 inch monitor so i can watch stuff while i run on my treadmill, so i used these to mount it

Togglers are the way to go. I've hung 70 inch flat screens with these bad boys. You can hang off of them.
Source: worked maintenance in a hospital for a few years

I used anchors in my apartment.

They worked just fine, took them down recently since I'm moving. the onsite manager said they'll fill and repaint the holes when I move so I'm not complaining.

Edit: If I lived in my own house I'd mount to studs or use a more permanent mount.

Never used a wing type, how they work? And studfinders genuinely suck. But I mean studs are great, if they fit your alignment
