I don't think that's legally groping, as he hasn't used his hands to fondle her breasts. I mean I think he's wrong, because as soon as she said that she'd prefer a female officer, he should've went and got a female officer (or brought her into the precinct for a female officer to search).

If a female officer is not available you are allowed to use the blade of the hand to search that area. You also don't put someone in a vehicle or take them into a building until they have been fully searched.

They dont always follow the rules, but nobody does. Its their policies that are often the problem. Like throwing people bodily to the ground or chokeslamming them or drop-kicking them in the back even when theyre compliant and sometimes even handcuffed as well may be part of policy but its not good policy.
