I think his reasoning is just bad. Like he believes in the justice system that has shown to be incredibly corrupt and he is afraid that if he were to kill he would become exactly like those he is trying to stop? I dunno if that really holds when dudes like the Joker get off every other week and commit mass murder.

The reason he doesnt kill is because its a slippery slope. Once you kill one person then your bar for who is worthy of death gets lower and lower.
