Trump is probably trying to push it back to as close to October as possible. That way he can get it through right near the election and act like he was always pushing for it.

On one hand, completely screwing over the vast majority of Americans and leaving them desperate and without anything to lose would probably have some actual consequences and cause changes.

Absolutely, this is just anecdotal evidence but at the company I work at I know multiple people in my department alone that are vocal Trump supporters.
