Thrawn was a character introduced in his own trilogy in the old EU by Timothy Zahn.

For the Disney canon he wrote new books and aided with his inclusion in Rebels.

He was one of the first major EU characters who took over as the main villain in the first post-RotJ books, in which he dies.

After Disney bought Star Wars, he was reintroduced as a minor Empire-aligned villain who is in several books and is the main antagonist of the cartoon Star Wars Rebels.

Honestly in the Disney EU, he's kind of a joke. I haven't read the old Thrawn Trilogy, and I know people love it, but from everything I hear he sounds really silly in that too.

I think people like the idea of a hyper intelligent mastermind villain for Star Wars but I don't think it works well in practice, both because the stories aren't really designed for it and Star Wars writers normally aren't that smart.

he was really good in Tie fighter, yeah and he played the empire master mind that you help take out the rebels. Yeah that's silly to see him get watered down in the rebels show.

He really was not, from what I remember, they made him so competent they had to create a gigantic Deus ex Machina just so the main characters could actually deal with him.

He loses in almost every episode, and then says "all according to plan"

In his dealings with the main characters who are but small fry to him, yes.

Thrawn winning in those interactions would basically mean a bad end to the main storyline.

Yes and no.

Yes, he's canon. But it's essentially a parallel universe version of him that isn't necessarily the same as the version of him from the pre-Disney EU (aka, one of the only good things about the EU). So none of the original Timothy Zahn books (aka, the reason people like the character in the first place) are canon any more, in spite of the fact that Thrawn himself still exists.
