You have to use metro area for population comparisons because city is a political term and is arbitrary in meaning and boundary. Like look at Tokyo, largest metro area in the world, what about the city of Tokyo? Doesn't exist, there is no city of Tokyo. It's categorized as a metropolis in Japan and has a governor not a mayor.

It was a city until 1943, but yeah, city is a fairly arbitrary term, but I'm not sure metro area population would give the same idea, as those can vary too, such as in the U.S., New York City, Jersey City and Newark are considered one metro area but I know people living there wouldn't consider it to be related that way

Yep and if you use the City of London, it's literally 1.12sq mile and has a population of 9400. Whereas Greater London, which is what people mean when they just say London, has nearly 9 million people in it.
