It seems to come from a fundamental ignorance about what child trafficking is and how often it happens, combined with a general "protect the kids" mindset, combined with political ignorance and mistrust of cultural enemies. So "conservatives" think Hollywood elites, liberal politicians, and the gays are kidnapping the kids. While liberals think it's the rich and powerful doing it. Then you add on a layer of anti-masker whataboutism. It's a way of deflecting from things you feel are getting too much attention (protests, COVID, rioting) and saying the real issue is the ultimate evil (child sexual abuse) being perpetrated by the people you hate the most (the rich, foreigners, Jewish people, opposing politicians and cultural figures).
