It's hard being a racist in Mexico when majority of people that live there are all originally from Mexico, they all mostly look the same and speak the same language. Third because US news is the most visible outside the USA. It gets more attention. And fourth because a lot of other places kinda sweep their racism under the rug...or simply the populace as a whole isnt aware of how bad things really are(and again may have a less diverse population) Pretty much every country has a problem with racism. How bad it is varies greatly. The USA definitely is worse then quite a few countries.
