That means that the number, also retires.

Otherwise Men in Black would reuse Agent J without Will Smith. We know this isn't true because in the 3rd movie, the letter J as well as the Agent behind the letter, was retired.
Same goes for sports teams. You get a legendary player, you don't give away to someone their number. Does someone else wear Michael Jordan's number for the Bulls right now?
