Standards are: can't show boobs or thighs too far above the knee. Skintight outfits are fine. This is why ZSS wearing what is essentially body paint is fine, while Corrin's exposed inner thighs (that are dumb so I'm glad they got censored) had to be covered up. Mythra got the same treatment.
Fun fact: SSB4 was almost delayed because Japan's rating board kept getting pissy about Palutena's exposed upper thigh area. Developers had to keep increasing her stocking length until the ratings board was satisfied. --- It's Reyn Time. ... Copied to Clipboard!

I wouldn't expect any big names like Crash or Sora in FP2. If it was possible for Nintendo to get them they would have been in FP1. Basically, if the character is so popular they would have been an absolute shoo-in over Byleth, they probably aren't in because they would have taken Byleth's place otherwise.
Although, I will cut out an exception for Dante since his situation changed significantly between FP1 and FP2. A bunch of DMC games got their first Nintendo release after the FP1 characters were selected but likely before FP2 was finalized. That could be the kicker that gets Dante into FP2.
