work on a product then ship it over to the U.S. and have U.S. companies finish off the last 5% then label it Made In The U.S. China does it to avoid super high tariffs, the U.S. can do it so it make U.S. companies look good by having more manufacturing jobs and to brag about things being made in the U.S.
