Answer seems likely to be B, but I suppose you could argue C in the event that B tried to go down the right side. Rout B is closer to the goal, but C has less potential for backtracking.

It depends on how the question is framed exactly: there are two objects I'd describe as bowls, and uncertainty about whether or not the maze must be taken at all. A or C might have the shortest path to any bowl, I haven't measured. B has the shortest path through the maze to the bottom, and C has the shortest path around the maze. Also,

It depends on your objective in analyzing the picture.
If you just look at the path finding through the maze then Cat A is blocked off. And C would have to pass by B. Thus B has the shortest viable route. If you look at the objects in the maze then Cat A will reach "a bowl" if not "the bowl". The other 2 cats will be drawn to the fish and have no reason to continue to the bowl. If you consider general cat behavior then it could be any of them whether they jump over the walls, go around the outside, or just take a nap. Then there's the individual cat behavior. Cat A starts off with a ball of yarn to distract it. Cat B has a mouse in view to chase. And Cat C is facing the wrong way. --- No locked doors, no windows barred.
