It's can be a bit jarring. I'm watching a playthrough of Yakuza 6 right now and there are some scenes that are voice acted but there's absolutely no animation otherwise.

Yakuza is the best because sometimes a single scene will go on so long that it flips between voiced cutscenes, silent text, and back to voiced cutscenes.
