It does. You just need some minimal tweaks that take a few minutes. Most of the 'problems' come from Microsoft bloatware, with Games for Windows Live becoming Marketplace or something like that. Fallout 3 by default looks for that.

Otherwise you just tweak an .ini file to allow threading with 2 threads and you're set.

Also, on a potentially related note: this is the era of Bethesda games where you want to disable ALL auto-saves. It's generally recommended to save to a new slot with every manual save; you can erase old saves easily enough after the fact. This is because the save files bloat, especially with the auto-save and this eventually causes corruption for the game file. It used to be horrendous on the Playstation version, making each game file more or less unplayable after a set time.

Reminder: you can start Lonesome Road immediately after leaving Goodsprings and can get good loot. You can also do this without getting locked into the DLC campaign like Dead Money and Honest Hearts.

Doing Lonesome Road early is also the only plausible way of obtaining the Blackjack (Independent) Duster. There's also a fun little pseudo-exploit where you can nuke both the NCR and the Legion, reap the rewards of both, and then advance the main quest to Vegas and get your rep with both factions reset.
