They sure are dangerous but the current plan is if you catch someone with a small amount of crack on them, they get thrown in prison for a minimum of whatever years it requires. That sure as fuck is not a plan to reduce drug use, it's basically ignoring the problem.

Treatment reduces drug use period, Portugal has been using decriminalization over a decade now and the country has had great success with it. They come down hard on dealers and those with large quantities of drugs but not random guy that gets caught with a crack pipe and a small amount of crack. Again outlawing the shit doesn't make people use it less, we tried outlawing alcohol back in the early 20th century and that went poorly, tons of people still drank alcohol they just had to get it from far less reputable sellers that charged way more for it. Not to mention deaths by alcohol went up since it was usually manufactured in very poor conditions, or the manufacturer would have less reasons to make sure it was made safely.

Decriminalization opens the doors to supervised drug use sites where addicts can get the supervision they need to use their drugs in relative safety. It's still not going to be a good idea to use them, generally, but it's still a whole lot safer than using them behind a dumpster in an alley.
