Seeing as running a campaign is the best way for him to collect and funnel money into his expenses, I'd be entirely surprised if he didn't start a campaign (even if he ultimately never runs in 2024).

I'm not sure he'll have the necessary faculties left to run again in 2024. He's shown some pretty clear decline over the course of this term; I doubt he'll be doing too well in another four years (especially if the combination of his post-covid symptoms and the high blood pressure stemming from his reaction to this election give him a stroke or two). Granted, Biden will probably be in similar shape, but I don't think he's planning to try for a second term.

Assuming he isn't arrested or wrapped up in legal issues (big assumption), I could see him running as an independent, but I am doubtful he gets the Republican nomination again.

I know that you're not familiar with American elections, but campaign finances tend to be pretty heavily monitored (unlike super pacs, which he wouldn't be able to touch anyway) which is part of the reason why so much abuse makes headlines.
