We all know Silicon Valley companies deck out their office space with gyms, tennis courts, massage chairs, etc. But is that literally just for show (and employees are discouraged from actually using them / gives off the perception that those who use them are lazy), or do employees actually use them during "work time"?

No people actually use them. The idea behind it is so that employees don't feel stressed out at work and will always have a place to hang out and do something they like therefor increasing motivation.

The idea is that they want to maximise those aha! Moments, like when youre in the shower the morning after trying and failing to solve a complex issue and the answer just pops into your mind. This is far more likely to happen when youre relaxed/having fun than when you are actually working.
so Im sure a google software engineer could rock up to work one day and spend all day playing games if they want and its probably fine so long as their average output is good
