Apparently you can apply to have your home console turned into a dev kit (to make it easy for indie devs I guess). But then people just jam Retroarch and other emulators into it and use it as emulation stations >_>

Is this true? I kinda want to buy a XSeX if that's the case lol

You can, but keep in mind that you cant play retail games in dev mode. I think you need to reformat whenever you want to change back to retail mode. And most people are using the Xbox Series S console for this since its much cheaper and the extra power the Series X has wouldnt make much of a difference for emulation.

I'll most likely get the Series X for the emulation and games since I'll likely be playing Future Elder Scrolls titles in the future on it.

Hell it be the first time I ever owned a Xbox, and there is some exclusive series on there I always wanted to try out.

Why I'm not surprised Ace Combat will have issues? That series ALWAYS has issues unless playing true hardware.
