Sure it does. Just not nearly enough. And their won't be enough either. Not for a long time. Maybe months even. They can't possibly produce enough to go around. Which makes AMD and nVidia look like assholes to me. You knew beforehand that you didn't have the supply. This isn't artificial scarcity. You know how much you can get produced in a specific time frame, and you knew what the demand was. This was a dick move.

What's really crazy is that AMD specifically claimed they wouldn't have the supply issues that NVIDIA had, yet if anything is actually been much worse because at least NVIDIA cards are obtainable in pre-builts.

There are multiple issues this year in 2020:
_______________________________________________________________________________
#1 COVID has screwed up Global Logistics, so some parts within the manufacturing logistics chain is in short supply

NVIDIA: RTX 30-series Shortages Partly Caused by Insufficient Wafer, Substrate and Component Supply
https://www.techpowerup.com/275530/nvidia-rtx-30-series-shortages-partly-caused-by-insufficient-wafer-substrate-and-component-supply

_______________________________________________________________________________
#2 nVIDIA sold a giant % of it's GPU's DIRECTLY to Crypto miners

NVIDIA reportedly sold $175 million of RTX 30 to miners
https://www.hardwareheaven.com/nvidia-reportedly-sold-175-million-of-rtx-30-to-miners/

_______________________________________________________________________________
#3 Shipping Logistics at all time high in terms of cost and limited Air Transport at significant price markup due to COVID

_______________________________________________________________________________
#4 Apple/Sony/MS eating up most of 5nm/7nm TSMC Waffer Supply
https://www.tomshardware.com/news/tsmc-prioritizing-apple-consoles

Apple bought out basically all of the 5nm Waffer Supply availability
Sony/MS eating a GIANT % of Total 7nm Waffer Supply for the console launches

Commercial Times claims that AMD is contracted to ship around 120,000 wafers containing SoCs for the latest game consoles (40,000 to Microsoft and 80,000 to Sony) in Q4 2020. Meanwhile, AMD's contracted 7 nm allocation for the fourth quarter is about 150,000, the report says, which essentially means that 80% of AMD's 7 nm wafers will be used for consoles.

_______________________________________________________________________________
#5 Scalpers & Bots
We all know how much of a Cluster that is.

_______________________________________________________________________________
#6 COVID-19 has most people working from home and alot of people with extra income wanting to upgrade their
PC's for work & gaming, so demand is higher than usual on top of usual Launch demands.

They have enough to seed reviewers around the world.

https://videocardz.com/newz/amd-radeon-rx-6900-xt-review-roundup

And sell a few units around the world, but not enough to meet demand at the moment, but there are multiple issues that both Video Card companies are suffering from.
