In terms of ACTUAL villains (I.E. villains who are the antagonists throughout) it's either Frollo or, if you count the book, the people from The Rescuers. We kill animals every day for things like food. While I agree 'kill puppies for fur coat' is scummy; in the grand scheme of things that's pretty tame. Like, Ursula attempted both marriage fraud to become queen and to ruin the daughter of her enemy who bore her no ill will. Scar committed regicide, familicide, and likely ruined the pridelands for years due to overhunting. Frollo attempted infanicide, ethnic cleansing, and arguably twisted the religion to suit his personal whims (which is a MASSIVE spiritual crime). All those easily eclipse what Cruella did.
