Until the law is changed regarding presidential pardon power there's not much that can be done. He has that authority. Our government really wasn't designed to account for a president being a petty, corrupt bitch. The Founders obviously didn't account for an outright traitor to our nation becoming President.

Define "consequence." Trump pardoning Joe Arpaio helped lose him Arizona, so there's that. He could also face charges if he did anything illegal, like accepting a bribe, in exchange. Otherwise the Contitution pretty much gives him broad power to pardon federal crimes.
