In a way this is probably the safest course of action when it comes to potential casualties, but you run the risk of causing more of this to happen down the line by just letting them go to town unless you eventually round the worst of them up and prosecute them.

Also you know the vast damage to fuckload of property, possible deaths, and disruptions of access to basic needs like food, medical care, etc.

They didn't deploy as many as they did for peaceful protests over the summer. They didn't have riot cops at the ready. They didn't use tear gas, flash bangs, or rubber bullets to disperse the crowd.

The lack of preparedness was intentional by higher-ups.
