Election years are always going to perform higher than non-election years for news programming, not just for the big cable networks but the broadcast networks and the local programming too. People just watch more news during those years. So really you need to compare non-election years against each other. But even that isn't a 1:1 comparison. As television ratings have been declining year over year for decades so you have to account for regular declines as well.
