I would like to put a small light blue streak. Is this something you could easily learn how to do yourself or am I better off finding someone else to do it for me?

It's easy! I color my own hair all the time. Or, rather, my wife does my hair for me. But either way,

Step 1. Buy color, lightening powder, and developer cream.
Step 2. Mix lightening powder with developer cream to make bleaching cream.
Step 3. Put the bleach cream in your hair and let sit for like 45 min
Step 4. Rinse the bleach cream out with water and no shampoo.
Step 5. Brush color into the bleached hair and let sit for like an hour.
Step 6. Rinse color out with water and no shampoo again, then repeat color if necessary.
