A lot of the things done to blacks (and indigenous for that matter) arent really solved by simple cash payments. There are people living today who had relative who were slaves. But it's not like racism against Black people ended 150 years ago. Strom Thurmond died in 2003. Anyone over 60 likely remembers race riots in America. People in their 70's were fighting FOR segregation.
