So, I finished all of the characters chapter 1. Do I need to grind to the recommended level to proceed with Chapter 2? I have been using Cyrus ability to lower encounter rates, so I am around 4-5 levels below the earliest recommended level for Chapter 2 at this point.

lots of octopath talk lately, makes me want to fire it up again

Levels don't make a huge difference in Octopath generally so no, you don't need to. When you first go to a new set of towns you'll always feel a bit weak against the enemies at first but once you get into towns and start getting new equipment it will be fine.

As someone who is just starting the last chapters of all the characters, I'd say you want to be at least reasonably close to the recommended levels. But I guess the better you are at fighting efficiently, the more you can play fast and loose with recommendations. I generally play pretty braindead unless it's a boss fight. Also, it doesn't hurt to be strong once endgame comes around!

Oh yeah, you do want to level up eventually because the last boss of the game is insanely brutal if you're not very well prepared and can be a danger even if you do know what you're getting into to some extent. The encounter rate isn't super brutal in this game or anything so running around with the encounter lowering ability shouldn't make things tedious

It should be noted that there are ways later on to increase recounter rate of you need to grind to catch up. Also many of the consumable items you get are actually useful, especially for hard boss fights
