That's a tough one but i say witcher 3. Though it being third person may hinder it in handheld mode. Overall I enjoyed my time more in w3 and felt the story more impactful. I tend to prefer a main character that is not silent and has a well written personality. As far as combat goes I have to give it to Witcher 3 again. With its focus on defensive magic and parrying and blocking it requires slightly more technique than what I felt to be a rather brute force type of combat in Skyrim. Exploration is a close one but I feel it goes 2 Skyrim. There's a lot of interesting stuff to find in both but there may be more caves and such scattered about in Skyrim

Have you played either of them? Even though the Witcher is the better game, Id still go with Skyrim because it actually runs well.
